The manufacturer ran E Business Suite across several regions on hardware that was approaching end of life. A refresh would have meant a large capital outlay for capacity they did not fully use, and the month end close was slow because the database was starved of IO. The design put the database where it could perform and right sized everything else, so the cost reduction came from removing waste rather than cutting capability.
